Summary: There are no WAI-ARIA tags on the page; thus it is difficult for the AT to determine whether the DOM mutation events should be announced or not. While strict adherence to the standard would indicate that a live="off" property should be applied as that is the default, there is a large probability that the author simply did left off the live= property. It is suggested the AT vendors allow the option to have events with unknown liveness read out as something that is equal to or less than "polite" in priority.
